Plan Types Available in Connecticut

Medicare Advantage (Part C)

In Connecticut, 47 MA plans are available for 2026 from 8 carriers (CMS CY2026 Landscape). The largest plan-type categories are HMO-POS (15), PPO (12), PPO D-SNP (5), HMO D-SNP (4), and HMO-POS D-SNP (4); additional MA plans fall outside the top categories.

County-level plan counts range from 45 plans in Hartford County to 36 plans in Fairfield County. Top carriers by plan count: Aetna Medicare (9 plans), UnitedHealthcare (8 plans), and Anthem Blue Cross and Blue Shield (7 plans). Aetna's Hartford HQ contributes to its strong in-state plan count. Average MA star rating is 3.69.

Medigap (Medicare Supplement)

Connecticut uses the standard federal Medigap plan letters (A, B, C, D, F, G, K, L, M, N, plus HDG and HDF). 9 carriers offer Plan G in Connecticut in the TPP rate database (CY2026, non-tobacco, ages 65–85). Plans C, F, and High-Deductible Plan F (HDF) are closed to anyone who first became Medicare-eligible on or after January 1, 2020 (under MACRA 2015); beneficiaries who were Medicare-eligible before that date may still buy Plans C, F, or HDF from carriers that continue to offer them. High-Deductible Plan G (HDG) is the post-2020 high-deductible Medigap option and is offered by multiple Connecticut carriers.

Connecticut Medigap rates are community-rated by statute (Conn. Gen. Stat. § 38a-495c; Conn. Agencies Regs. § 38a-495a-8) and Connecticut requires continuous guaranteed-issue enrollment year-round. See our MA vs Medigap comparison →

Standalone Part D (Prescription Drug Plans)

Connecticut is part of CMS PDP Region 2 (combined with Massachusetts, Rhode Island, and Vermont). For 2026, there are 11 standalone PDP plans from 6 carriers in the region. Average total premium is $80.35/month (CMS CY2026 Landscape).

Costs in Connecticut

Medicare Advantage Premiums

The average consolidated MA premium in Connecticut is $18.66/month (CMS 2026 Medicare MA & Part D Landscape State-by-State Fact Sheet). The standard Medicare Part B premium is $202.90/month in 2026.

Medigap Premiums — Plan G and HDG

Connecticut Medigap rates are community-rated by statute (Conn. Gen. Stat. § 38a-495c and Conn. Agencies Regs. § 38a-495a-8). Across the 9 Connecticut Plan G carriers (non-tobacco, ages 65–85), Plan G monthly premiums in 2026 range from approximately $246 to $462/month (TPP rate database, CY2026). Because Connecticut is community-rated, the spread reflects carrier-to-carrier variation, not age-band variation.

High-Deductible Plan G (HDG) is offered by multiple Connecticut carriers; community-rated premiums in 2026 range from approximately $48 to $315/month (TPP rate database, CY2026, non-tobacco, ages 65–85). HDG works well for beneficiaries who want catastrophic protection at a lower monthly cost and can absorb the $2,950 annual deductible (2026 CMS high-deductible Medigap deductible).

Note on Medigap premiums: Because Connecticut is community-rated, your quoted premium will not change based on your age or health. Use our Medigap comparison tool for a personalized Connecticut quote.

Part D Costs and the LIS Benchmark

For 2026, Part D premiums in PDP Region 2 (CT, MA, RI, VT) average $80.35/month across 11 standalone PDP plans (CMS CY2026 Landscape). The CMS Low Income Subsidy (LIS / Extra Help) benchmark premium for Region 2 is $35.76/month (CMS CY2026 Regional Rates and Benchmarks).

Connecticut-Specific Medicare Rules

Continuous Guaranteed-Issue Community-Rated Medigap

Conn. Gen. Stat. § 38a-495c and Conn. Agencies Regs. § 38a-495a-8 and Connecticut Insurance Department rules require Medigap insurers to offer coverage on a community-rated, continuous open-enrollment basis. Connecticut beneficiaries can apply for or switch Medigap coverage any day of the year, without medical underwriting:

  • No 6-month-OEP cliff. Unlike states with a federal-only 6-month Medigap Open Enrollment Period, in Connecticut the guaranteed-issue window is year-round.
  • No age cap. The continuous open-enrollment right applies at all ages.
  • Community-rated premiums. Your age, gender, and health history do not affect the price you pay. Premium differences across plans reflect carrier-to-carrier variation only.

Connecticut is one of a small group of states (Connecticut, Maine, Massachusetts, New York, Vermont, and Washington — each with its own statutory variant and limits) that require Medigap protections beyond the federal 6-month Open Enrollment Period. Verify the specifics of your state's rule before relying on it.

Medicare Savings Programs (MSPs)

Connecticut offers Medicare Savings Programs (MSPs) through the Connecticut Department of Social Services (HUSKY Health / Medicaid):

  • QMB (Qualified Medicare Beneficiary): Covers Part A and Part B premiums, deductibles, and cost-sharing.
  • SLMB (Specified Low-Income Medicare Beneficiary): Covers Part B premiums only.
  • QI (Qualifying Individual): Also covers Part B premiums; subject to annual appropriations.

Connecticut uses generally higher income thresholds for MSP eligibility than the federal floor. Apply through the Connecticut Department of Social Services or contact CHOICES (1-800-994-9422) for free enrollment assistance. MSP enrollment also automatically qualifies you for Extra Help / LIS on Part D. Learn more about MSPs →
