Medicare Advantage (Part C)

In Oregon, 102 MA plans are available for 2026 from 15 carriers (CMS CY2026 Landscape). The largest plan-type categories are PPO (38), HMO (18), HMO-POS (17), HMO D-SNP (8), and HMO C-SNP (4); additional MA plans fall outside the top categories.

Top carriers by plan count: ATRIO Health Plans (16 plans), PacificSource Medicare (12 plans), and Humana (11 plans). ATRIO and PacificSource are Oregon-based regional carriers. Average MA star rating is 3.36. County-level plan counts range from Clackamas (59 plans) down to Curry County (1 plan).

Medigap (Medicare Supplement)

Oregon uses the standard federal Medigap plan letters (A, B, C, D, F, G, K, L, M, N, plus HDG and HDF). 19 carriers offer Plan G in Oregon in the TPP rate database (CY2026, non-tobacco, ages 65–85). Plans C, F, and High-Deductible Plan F (HDF) are closed to anyone who first became Medicare-eligible on or after January 1, 2020 (under MACRA 2015); beneficiaries who were Medicare-eligible before that date may still buy Plans C, F, or HDF from carriers that continue to offer them. Medigap Premiums — Plan G and HDG

Oregon-Specific Medicare Rules

Oregon Medigap Birthday Rule (ORS 743A.086)

Oregon law (ORS 743A.086, effective January 1, 2020) gives current Medicare Supplement policyholders an annual no-underwriting open enrollment window around their birthday. Per the Oregon Division of Financial Regulation (SHIBA) Birthday Rule fact sheet:

  • Window: The window starts 30 days before your birthday and ends 30 days after your birthday — roughly a 60-day window each year.
  • Eligibility:You must already have a Medicare Supplement policy in force to use the Birthday Rule (it does not provide initial guaranteed-issue for beneficiaries who don't yet have a Medigap policy). Self-funded employer-sponsored group Medigap plans are not eligible.
  • Allowed switch: You can switch to a Medigap plan with the same plan letter as your current plan or a plan with lesser benefits, with any Oregon-licensed Medigap insurer.
  • No medical underwriting: The new insurer cannot deny coverage or charge higher premiums based on health status.
  • Effective date adjustments: Insurers may adjust the effective date of the new policy to avoid two simultaneously active policies.

Medicare Savings Programs (MSPs)

Oregon offers Medicare Savings Programs (MSPs) through the Oregon Health Authority (Medicaid / Oregon Health Plan):

  • QMB (Qualified Medicare Beneficiary): Covers Part A and Part B premiums, deductibles, and cost-sharing.
  • SLMB (Specified Low-Income Medicare Beneficiary): Covers Part B premiums only.
  • QI (Qualifying Individual): Also covers Part B premiums; subject to annual appropriations.
